The development of ICT in Indonesia is not only above precidential arrangement, but also support from the people themselves . by working together to improve rach other’s quality which is certainly supported by the goverment through development ICT in our country. It will imropeove the development of ICT which is still today I think it still lacking in Indonesia. Such as we are still lagging behind in a network system where large countries can access everythng in a short time, not every city in Indonesia can access internet, and many other things that still lacking of ICT in Indonesia. Even in Japan, restaurant waiters, parking area, supermarket and even roadside shops use ICT for make work easier. And goverment can improve it by cooperations and develop such as Academicians, Businessman, Government and Communities and also by setting up and implementing its ICT, such as e-government which is developed based on Presidential decree No.3/2003; state ministry of communication and information changes become department of communication and informatics in 2004; IGOS (Indonesia, Go Open Source!) initiatives declared by five ministers in June 2004; and National ICT Board set up by Presidential decree np. 20/2006. This board has three main roles, those are strategic direction and ICT policy, ICT development approval, and National ICT coordinators. This National ICT Board will effect and support the development of ICT in Indonesia especially in seven big areas of the flagships. Each flagship has an owner or a chief to run the program and also has ministerial members. Those programs are e-procurements, e-education, e-budgeting, national single window, national single identity number, palapa ring, and legal software. Related to policy ICT framework, the government of Indonesia was declared commitments to implement policies and action program with general directions, such as ICT for uniting the nation and empowering the people.
